The Stuxnet worm was a ‘game-changer’. It showed government, national security and IT professionals not only that malware has the potential to paralyze operating systems used in critical systems, but that there were organizations in the world that had the resources and time to commit to such an organized and well-funded attack. A top DoD cyber priority is establishing effective Situational Awareness (SA) across the DoD enterprise, establishing a user-customized Cyber Common Operational Picture (Cyber COP) that empowers commanders and decision makers at all levels to "see" the cyber battlefield in order to ensure freedom of action in cyberspace, while denying the enemy the same.
