Kevin Youel Page is the Deputy Assistant Commissioner for the Office of Integrated Technology Services (ITS) in GSA’s Federal Acquisition Service (FAS).

The Federal Acquisition Service provides buying platforms and acquisition services to Federal, State and Local governments for everything from office supplies to motor vehicles to information technology and telecommunications products and services.

Mr. Youel Page has over 20 years of experience driving the development of innovative, business-driven strategies for acquisition in public sector operations. In his current role, he supports the ITS Assistant Commissioner in managing the largest fee-for-service information technology (IT) procurement and services operation in the U.S. government. Kevin shares responsibility for leading a highly-skilled and diverse workforce that manages more than 7,000 contracts, providing access to relevant and timely IT and telecommunications products, services, and solutions to defense and civilian agencies, as well as to state, local, and tribal governments.

Before coming to ITS, Mr. Youel Page served at the Department of the Treasury as Deputy Director, Office of the Procurement Executive, where he supported the Senior Procurement Executive in developing the strategic vision and work plan for acquisition at the Department. His responsibilities included leadership of Treasury-wide acquisition policy, procurement assessment reviews of Treasury bureaus, high risk contracting reduction strategies, strategic sourcing and other improvement strategies, Treasury acquisition career management, and electronic procurement.

Mr. Youel Page also served as the Treasury’s Director of Operational Procurement during the financial crisis. He led an organization of 35 procurement professionals who obligated approximately $300 million annually, including all support for the Troubled Asset Relief Program (TARP).

Prior to his federal service, Mr. Youel Page was a strategy consultant to government leaders, translating conceptual goals into actionable strategic and tactical approaches. He spent over five years working at the World Bank supporting infrastructure investments in East Asia.

Mr. Youel Page earned a Master of Business Administration degree from the University of Michigan Business School in Ann Arbor, Michigan, and a Bachelor of Arts degree in Political Science from Tufts University in Medford, Massachusetts.
